Phillip M. Quintana
Phillip M. Quintana is a seasoned banking executive with more than 27 years of leadership experience across the Mid Atlantic, North Texas, Southeast Florida, and Long Island. He joined Tompkins in 2026 as President of Tompkins Community Bank.
Prior to Tompkins, Phil served as Regional President at Burke & Herbert Bank, where he oversaw a multi‑state commercial banking region spanning Northern Virginia, Washington, D.C., Maryland, and Delaware. During his tenure, he led cross‑functional teams, strengthened credit practices, launched a new C&I banking line, and supported multiple community bank acquisitions. Prior to that, he held senior leadership roles at M&T, HSBC, and several community banks in the Virginia market, consistently delivering results in both growth and turnaround environments. Phil is recognized for his deep expertise in organizational change, integration, and strategy.
Committed to community involvement, he has been active in a variety of service organizations throughout his career and is dedicated to engaging in the communities Tompkins serves. He holds a BA and an MBA from Dowling College, in Finance and Total Quality Management, as well as a degree in Accounting from the University of Virginia.
